NeighborWorks® HomeOwnership Center

The NeighborWorks® HomeOwnership Center (HOC) was established by CEDC in 1998 to assist the greater Ventura community in purchasing and retaining homes. The HOC extended its services countywide in September 2001 when it joined the NeighborWorks® network run by Neighborhood Reinvestment Corporation, now known as NeighborWorks® America, a national intermediary serving community development corporations. The HOC is your “one-stop source” for information on homeownership. We are dedicated to increasing opportunities for first-time homebuyers through our counseling sessions and educational programs. These services provide a perfect start to explore your options for homeownership. By spending about an hour with an HOC counselor, you will get realistic and impartial answers to questions, such as: Is this the right time for me to buy a house?” “How much home can I really afford?” “Do I qualify for any special loans or down-payment assistance programs?” and “What are the next steps to prepare for home purchase?” In addition to one-on-one counseling, HOC pre-purchase homebuyer workshops will help you become more aware of the various components of homeownership. Classes are taught in English and Spanish at a variety of locations.

HOME Pre-purchase Counseling

CEDC provides one-on-one counselingto help clients better understand their financial history and current financial situation and prepare for homeownership.  Topics typically covered at counseling sessions include a review of credit and credit counseling, money management, and budgeting.  The first counseling session usually lasts one hour, with subsequent sessions of 30 minutes each.  During counseling sessions, clients complete an action plan with concrete steps to help get ready for a home purchase.  Counseling takes place at the CEDC office.

Credit Counseling

These individual sessions can help people manage their credit and fix prior credit problems. For people who haven’t established credit, these sessions can help you understand the importance of establishing a positive credit record. HOC counselors will guide you by providing tips to repairing or building your credit. A suggestion from the counselor may be to attend a Financial Empowerment Program class to help you better understand your finances.

Financial Empowerment Program Class

Financial literacy is the key to empowering individuals to take charge of their lives and achieve financial success. The Financial Empowerment Program is dedicated to educating consumers about wise money management on a variety of topics including budget management, savings, credit and consumer rights. Each lesson plan includes a self-assessment and worksheets to help clients tailor the course to their particular needs. The more you know about credit and banking services, the more likely you are to increase savings, buy a home, and improve your financial health and well being. The goal is for clients to have the knowledge and confidence they need in order to make informed financial decisions for themselves, their families and their communities.

Homebuyer Education Workshop

Home Equity Conversion Mortgage Counseling (HECM)

Through HECM counseling, HOC staff assists seniors who are interested in using the equity in their home to meet the high cost of living in Ventura County.  The HOC Counselor conducts a one-on-one session with individuals to make sure they understand the financial implications of entering into a HECM, and also covers other options for use of home equity if they decide not to enter into this type of mortgage.
