CEDC was incorporated in 1981 to replace, broaden the base, and expand the activities of its predecessor, the Cabrillo Improvement Association. The Association was established in 1976 as a local community-based organization for the purpose of revitalizing Cabrillo Village, a former farm labor camp in Saticoy, California. The project began in 1976 and included the major rehabilitation of 86 homes and new construction of 74 units. The association formed the Cabrillo Cooperative Housing Corporation to be the owner of Cabrillo Village which now exclusively owns and manages the community’s 160 homes. Cabrillo Village is a national model for self-determination and comprehensive community development.

This project received a design award from TIME magazine in January 1983 for the 35 unit first phase of new housing and was a semifinalist for the Rudy Bruner Award for Excellence in the Urban Environment in 1989. The Campaign for Human Development selected Cabrillo Village as a model community economic project for the decade of the 70's because of its mix of housing; community economic development ventures, including a tile shop, cooperative store, and cabinet business; child care; and social services. The development was completed in 1986 and is currently a self-managed community.

CEDC has become a state and a nationally recognized community economic development corporation. Since 1981, it has completed a total of 1,374 homes in 32 major housing developments (as of January 2011).
