Home Pre-purchase Services
The NeighborWorks® Home Ownership Center is your “one-stop source” for information on homeownership. We are dedicated to increasing opportunities for first-time homebuyers through our free counseling sessions and educational programs. These services provide a perfect start to explore your options for homeownership. By spending about an hour with an HOC counselor, you will get realistic and impartial answers to questions, such as: Is this the right time for me to buy a house?” “How much home can I really afford?” “Do I qualify for any special loans or down-payment assistance programs?” and “What are the next steps to prepare for home purchase?” In addition to one-on-one counseling, HOC pre-purchase homebuyer workshops will help you become more aware of the various components of homeownership. Classes are taught in English and Spanish at a variety of locations.
Home Pre-purchase Services
Pre-purchase classes cover such topics as; budget management, saving, credit, the loan process, shopping for a home, working with lenders and realtors as well as post-purchase information on preserving and maintaining
your investment.
Home Pre-purchase Counseling
CEDC provides one-on-one counselingto help clients better understand their financial history and current financial situation and prepare for homeownership. Topics typically covered at counseling sessions include a review of credit and credit counseling, money management, and budgeting. The first counseling session usually lasts one hour, with subsequent sessions of 30 minutes each. During counseling sessions, clients complete an action plan with concrete steps to help get ready for a home purchase. Counseling takes place at the CEDC office.
Homebuyer Education Workshop
The purpose of this eight-hour course is to prepare participants for the home buying process by providing them with an overview of the mortgage process, a basic understanding of mortgage finance terms and conditions, choosing a real estate agent and lender, and foreclosure prevention. In addition, the workshop covers:
- The difference between renting and owning
- Budgeting
- Understanding your credit score and history
- Understanding title and insurance
- Understanding the appraisal and home inspection process
- Getting ready for homeownership
- Family money matters
- Shopping for a home
- Selecting a Realtor
- How to avoid problems with mortgage payments

Credit Counseling
The individual sessions help people manage or rebuild their credit to prepare for homeownership. For those individuals who have not established credit, counseling can help you understand the importance of establishing a positive credit record. Our CEDC Homeownership Center Counselors will work with you to develop a spending and savings plan and will provide you with financial tools to help you maintain your good credit. Our Counselors may ask you to attend a Financial Empowerment Program class that will help you better understand your finances.

Financial Empowerment Program Class
Financial literacy is the key to empowering individuals to take charge of their lives and achieve financial success. The Financial Empowerment Program is dedicated to educating consumers about wise money management on a variety of topics including budget management, savings, credit and consumer rights. Each lesson plan includes a self-assessment and worksheets to help clients tailor the course to their particular needs. The more you know about credit and banking services, the more likely you are to increase savings, buy a home, and improve your financial health and well being. The goal is for clients to have the knowledge and confidence they need in order to make informed financial decisions for themselves, their families and their communities.
